Connecticut Conference of Municipalities US Rescue Toolkit

The Connecticut Conference of Municipalities CCM ARP Advisory Services Committee was convened to provide municipal CEOs with a standing group of public and private sector experts designed to best help administer funding for the US bailout. In addition to developing best practices and resources for members, they will work on a case-by-case basis with CCM member municipalities to analyze and recommend the use of ARP funds.

As city leaders begin to determine how best to use the funding provided by the American Rescue Plan (ARP), the CCM’s ARP Advisory Committee has developed the attached toolkit to help guide thinking around these actions. American bailout toolkit

The allocation of these funds should offer local leaders the opportunity to engage partners in their city and region to kick-start a long and broad economic recovery from the
Covid-19 pandemic and its effects. It also allows us to solve long-term issues that we haven’t had the ability to adequately address before, while balancing ever-changing local needs with declining support from state and federal governments.

This toolkit is intended to be a resource and to supplement formal information provided by federal and state government agencies.
