Sedibeng Municipality apologizes to NYDA for RDP house claim of R2.6m

The Sedibeng District Municipality has apologized to the National Youth Development Agency (NYDA) following allegations that the agency spent R2.6 million to build a two-bedroom RDP house at Evaton West in Emfuleni, Gauteng.

The claim was made in an oral response by Lebogang Maile, the Gauteng MEC for Cooperative Governance and Traditional Affairs, in response to questions tabled by the DA in the provincial legislature last Tuesday.

Maile said the NYDA appointed a service provider to build the RDP house because it had a memorandum of understanding with the Sedibeng District Municipality.

According to DA Emfuleni North Constituency Chief Kingsol Chabalala, the request for the house came after a grade 11 student wrote to the Sedibeng MMC for Health and Social Development.

She sent the letter on October 10, 2019, requesting an extension to the RDP house she shared with her sick and unemployed mother and many other occupants.

Speaking to City Press on Monday, Sedibeng District Municipality spokesman Savior Kgaswane said an administrative error occurred in submitting responses to the Gauteng legislature.

“The NYDA was correct in disputing the allegations as it did not employ the service provider. Sedibeng District Council approved a partnership with Conloy on December 15, 2020, for youth development programs in the area, between others, for the construction of a house at Evaton West.

Kgaswane added that the municipality has confirmed that the NYDA has partnered with it on a three-month construction workplace training and youth development program for the benefit of 20 young people in the amount of R550,000. for personal and protective gear, allowances, and tools of trade.

He said:

At this stage, we can only reveal all the information on this issue when the submissions with the correct amount have been made to the Cooperative Governance and Traditional Affairs Department.

Kgaswane added that the municipality would work with the family in Evaton West to resolve the outstanding issues.

The apology comes after NYDA issued an ultimatum to the municipality on Thursday to correct the error within 24 hours or face litigation.

NYDA CEO Waseem Carrim said the agency had instructed its lawyers to write to the Sedibeng District Municipality to urgently correct its responses to the legislature’s question and to provide clarification, as failure to do so would force the agency to file a civil suit against the municipality for false and misleading public statements.
